When Concerns Surface, Every Step Counts

Recent Texas news coverage has highlighted a sharp increase in educator misconduct reports, bringing renewed attention to student safety and district reporting responsibilities. More reports do not necessarily mean more misconduct; TEA officials note that increased reporting is also bringing more concerns forward.

In TxSP’s April 19, 2026 newsletter, the focus was on the Educator’s Code of Ethics. If you missed the newsletter, it includes links to a protocol, an educator’s acknowledgment, and three scenarios for training educators that might be worth a second review. Providing this information and activities to all campus employees is a preventive measure.

TxSP is currently developing and updating five different types or tracks of employee misconduct investigations. For an overview of our emerging investigation filing cabinet drawer, please review the Overview of Investigation Tracks. Below is a list of the five tracks.

  • Track 1 – Title IX Sex-Based Harassment
  • Track 2 – Discrimination, Harassment, & Retaliation
  • Track 3 – General Employee Misconduct
  • Track 4 – Child Abuse or Neglect
  • Track 5 – Employee Misconduct, TEC 22A

Track 5 is the focus for the newsletter this week. An Employee Misconduct Report under TEC Chapter 22A is the district’s formal investigation process and notification to TEA/SBEC of certain alleged misconduct involving an educator, employee, or service provider, including student abuse, inappropriate communications, and boundary violations. Required reports must be submitted through TEA’s Misconduct Reporting Portal within the applicable deadline, which may arrive before the district’s investigation is complete.
